บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบและตัวชี้วัดของการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม 2) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม 3) สร้างโปรแกรมการพัฒนาครู ในการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม การดำเนินการวิจัยใช้กระบวนการวิจัยและพัฒนาแบ่งออกเป็น 3 ระยะประกอบด้วย
ระยะที่ 1 การศึกษาองค์ประกอบและตัวชี้วัดของการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม ยืนยันโดยผู้ทรงคุณวุฒิ 5 คน
ระยะที่ 2 การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม จากกลุ่มตัวอย่างที่เป็นครูกลุ่มสาระการเรียนรู้ภาษาไทยจำนวน 86 คน
ระยะที่ 3 การพัฒนาโปรแกรมการพัฒนาครูในการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคามยืนยันโดยผู้ทรงคุณวุฒิ 5 คน
เครื่องมือในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และเทคนิค Modified Priority Needs Index ( PNImodified ) ผลการวิจัยสรุปได้ดังนี้
- องค์ประกอบการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคามประกอบด้วย 6 องค์ประกอบ 23 ตัวชี้วัดยืนยันโดยผู้ทรงคุณวุฒิโดยรวมอยู่ในระดับมากที่สุด
- สภาพปัจจุบันของการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม โดยรวมอยู่ในระดับมากและสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด
- โปรแกรมการพัฒนาครูในการจัดการเรียนรู้ภาษาไทยเพื่อเสริมสร้างการคิดอย่างมีวิจารณญาณของนักเรียนสังกัดเทศบาลเมืองมหาสารคาม ที่พัฒนาขึ้นมีองค์ประกอบของโปรแกรมได้แก่ 1)หลักการของโปรแกรม 2) วัตถุประสงค์ของโปรแกรม3) เป้าหมายของโปรแกรม 4) เนื้อหาและกิจกรรมพัฒนาของโปรแกรมประกอบด้วย 6 Module คือ 4.1) การกำหนดจุดมุ่งหมายการเรียนรู้ 4.2) การพิจารณาความพร้อมของผู้เรียน 4.3) การกำหนดเนื้อหา 4.4) การจัดกิจกรรมการเรียนรู้ 4.5) การประเมินผลและ 4.6) ข้อมูลป้อนกลับใช้ระยะเวลา 118 ชั่วโมงวิธีการพัฒนาได้แก่การอบรมและการพัฒนาตนเองโดยดำเนินการพัฒนา 4 ขั้นได้แก่ ขั้นที่ 1 การประเมินก่อนการพัฒนา ขั้นที่ 2 การพัฒนาขั้นที่ 3 การบูรณาการระหว่างปฏิบัติงานขั้นที่ 4 การประเมินหลังการพัฒนาและ 5) การประเมินผลโปรแกรมผลการประเมินโดยผู้ทรงคุณวุฒิพบว่าความเป็นประโยชน์ความเป็นไปได้และความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด

Abstract
This research aims to 1) Study components and indicators of the management in Thai learning to enhance critical thinking in Mahasarakham municipal students,2) To study current conditions and desirable condition of the management in Thai learning to enhance critical thinking in Mahasarakham municipal students, and 3) to create teacher development program in Thai the learning management is to enhance the critical thinking in Mahasarakham municipal students. Research and development was conducted including 3 phase; phase 1 : studying of components and indicators of the management in Thai learning to enhance critical thinking in Mahasarakham municipal students, validated by 5 experts, phase 2 : current conditions and desirable condition study of the management in Thai learning to enhance critical thinking in Mahasarakham municipal students. form sampling, 86 Thai teacher, phase 3 : the development of teacher development program in Thai the learning management is to enhance the critical thinking in Mahasarakham municipal students, confirmed by 5 experts.
The research tools were the questionnaire, interview and evaluation form. The ststistics used for data analysis consisted of the Percentage, Mean Standard Deviation and Modified Priority Needs Index (PNImodified). The research findings were as follows:
1. The components in Thai the learning management is to enhance the critical thinking in Mahasarakham municipal students validated by 5 experts, in overall, were in the highest level.
2. The current conditions of Thai the learning management is to enhance the critical thinking in Mahasarakham municipal students was in high level and desirable condition, in overall, was in highest level.
3. The teachers development program in Thai the learning management is to enhance the critical thinking in Mahasarakham municipal students, consisted of program components including: 1) the rationale and approach of program, 2) the objectives of program, 3) goal of program, 4) content and activities : 4.1) the learning objective determination, 4.2) the consideration of student readiness, 4.3) the content determination, 4.4) learning activity management, 4.5) evaluation, and 4.6) feedback for 118 hours, and 5) program assessment. The development techniques were : 1) training, 2) personal development. The development was implemented by 4 steps including: step 1) pre- development assessment, 2) the development, 3) the integration during working, and 4) post- development assessment. the results of assessment by the qualified experts found that the utility, the feasibility and the propriety were in the highest level.
